Former State Senator Dwight Cook Death, Obituary
Longtime Mandan state Sen. Dwight Cook, a Republican who served in the North Dakota Senate for six terms, passed away at age 72 in a Bismarck hospital. Cook was first elected in District 34 in 1997 and served in the Senate for six terms. His legislative experience spanned over two decades, with a focus on the state’s economic policy and a stint as the chair of the Senate Finance and Taxation Committee. Cook also authored a bill in 2017 that helped North Dakota start collecting taxes from online retailers.
Former state Senate Majority Leader Rich Wardner, who worked with Cook for most of his time in the Legislature, remembered Cook as a dependable legislator with a strong work ethic whose policy work has shaped the state’s tax code for years to come. Cook spent so much time visiting with the state’s tax department that it was almost like he was one of the employees.

Cook’s work on streamlining the tax code and the collection of online sales tax, as well as property tax reform efforts, were among the highlights of his career. The U.S. Supreme Court in 2018 ruled that states can collect sales taxes from online retailers. U.S. Sen. John Hoeven, who served a decade as governor during Cook’s time in the Legislature, said that Cook helped build a “more prosperous North Dakota.”
